Grupo Madrugadores de Los Cabos Calls for the Josefino Estuary’s Regeneration.

On Wednesday, 22 January 2025, the Los Cabos Madrugadores Group held its weekly meeting at the El Mezquite restaurant in the Vidanta Hotel in San José del Cabo. The session had the special participation of Nataly Cruz Ocampo, Director of Ecology of the municipality of Los Cabos, who presented the topic: “Diagnosis and Regeneration Plan of the Josefino Estuary”.

The meeting began with the presentation of the members of the Madrugadores Group, representatives of the press and a portrait of the special guest. As is tradition, the quote of the day was shared: “Look deeply into nature and then you will understand everything much better”, a reflection of the scientist Albert Einstein.

In her presentation, Nataly Cruz Ocampo shared an inspiring vision for her administration: implementing a five-year regeneration plan designed to create a sustainable conservation model for the Estero Josefino. This innovative model aims to harness funding through payments for environmental services, local taxes, and support from national and international conservation funds, ensuring the ongoing preservation of this vital ecosystem for generations to come.


Nataly explained that the diagnosis of Estero’s problems identifies isolated failures and a system of critical failures that also affect other ecological reserves in the country.

Identified Faults:
  • Environmental Issues: Sewage pollution, invasive species, and the exponential effects of climate change.
  • Social: There is a disconnection between the estuary and the local community.
  • Institucional: Fragmented governance, insufficient sustainable financing, and lack of effective mechanisms for payment for ecosystem services.

Re-imagining the Future of the Estuary

The special guest emphasized that restoration should go beyond merely fixing existing damage; it should also involve reimagining the Estuary as a social and economic attraction. This approach will enable the Estuary to become an integral part of the community’s daily life, fostering its preservation as a space for coexistence and environmental education.

Questions and Reflections Session

As is typical at Madrugadores Group meetings, the session concluded with a question and answer period. Nataly Cruz Ocampo emphasized the importance of community collaboration and a holistic approach to decision-making.

“All decisions and actions must pass through an advisory council. At the outset, each administration should create a municipal development plan that includes actions for the Estero. This plan must undergo citizen consultation forums. My management was attentive to all the emails sent by environmentalists and stakeholders regarding the consultation forum held at the Casa de la Cultura. We received numerous proposals from citizens, both online and in person. The Estero is addressed based on these consultations. We reviewed all previous studies and gave them meaning and direction. We can no longer pursue isolated efforts; this needs to be a collective initiative,” said Nataly.


The meeting reaffirmed the Grupo Madrugadores de Los Cabos’ commitment to sustainable development in the region, highlighting the importance of collaboration to secure the future of Estero Josefino.
